Mr. Carr has over 15 years of experience in
transportation engineering including 1 year with MDOT and 13 years
with another consultant.
Mr. Carr has incorporated strong highway &
traffic engineering technical / management experience together with
contract document production expertise. This has enabled clients to
expect very efficient plan production expertise and in turn a
successful transportation design team that has produced and
completed a number of successful, high profile ALDOT highway
projects on a much accelerated completion schedule.
While in Mississippi as a project manager, Mr. Carr
designed and managed a number of roadway projects for MDOT including
SR 552 to Alcorn, US 90 - SR 609 Ocean Springs, US 90 - US 49
Gulfport, US 90 Pascagoula River Bridge in Pascagoula. Design is
currently underway for SR 8 Ruleville, US 49W Drew, SR 67 Harrison
County, I-55 Interchange at Old Agency Road in Ridgeland, Cowan -
Lorraine Road in Gulfport and MS 463 in Madison.
Charles G. (Greg) Lowe, P.E.
Principal
From 2002 to 2003, Mr. Lowe served as Engineer
Manager overseeing the Transportation Engineering Department for
Neel-Schaffer, Inc. in Alabama. He was responsible for all aspects
of the Transportation Department for that office.
Mr. Lowe began his career with the Mississippi
Department of Transportation (MDOT), Roadway Design Division, as a
highway designer in 1989. While at MDOT, he was responsible for both
the design and the review of many different types of projects. He
has extensive experience with bridge replacements, parallel
construction projects, rehabilitation projects, urban projects,
interstate reconstruction, interchange design, intersection
improvement and projects on new location. While in the Roadway
Design Division, he was actively involved in re-writing the Design
Manual and updating the Mississippi Standard Drawings.
Later he served as the MDOT's Assistant
Environmental / Location Division Engineer with responsibilities to
oversee the preparation and approval of environmental documents for
all construction projects developed by MDOT. He is quite familiar
with the National Environmental Policy Act of 1969 (NEPA) and its
requirements for environmental actions. While serving as the
Assistant Environmental / Location Division Engineer, he was
involved with the development of numerous Environmental Documents
including Categorical Exclusions, Environmental Assessments, and
Environmental Impact Statements.
He is very familiar with the current American
Association of State Highway Transportation Officials (AASHTO)
design criteria, as well as federal environmental requirements.
