Mr. Parnell has over 22 years of experience as a land surveyor.

Mr. Parnell serves as Vice President, overseeing the Surveying Department for Solid Civil Design, LLC. He sees that the surveys submitted to clients are technically accurate and within schedule. His responsibilities include ensuring each project has a defined project plan which includes as a minimum the communication plan, survey criteria, and schedule of deliverables. He concurs in all major surveying decisions in conjunction with the client and project manager. He maintains effective communication with clients, provides quality control, provides adequate project team staffing and monitors and reviews project progress.

Mr. Parnell has been in responsible charge over many project including construction lay-out for Hillsboro parkway in Helena, AL; topography surveys for Moore's Mill Road over I-85 in the Auburn, AL; construction lay-out for the Wharf, the Colonial Grand Traditions, and the Cottage Park Apartment Complex in Baldwin County AL; pre-construction surveys for 20 miles of transmission lines and rights of way for Riviera Utilities in Baldwin County, AL; quality control of the construction lay-out and quantity surveys for approximately 120 kilometers of roadway in the Nuevo San Martin Province of Peru.
